San Pablo's lakes are just the beginning.
LEAD41PH hopes that this project can be a stepping stone in inspiring and guiding other neighboring communities to also care for their aquatic resources.We believe that San Pablo City can act as a model for other places in the Philippines that also rely on their water ecosystems.

What is LEAD41PH?
The objective of LEAD41PH is to create a local, participative, capacity scanning, building and training that integrates Foresight, One Health and Planetary Health principles toward the co-formulation of policies, programs and practices for the sustainable use of local aquatic natural resources by multi-stakeholders of the 7 Lakes in San Pablo City Laguna and other interested local government and public participants.
Why this project matters
The seven crater lakes of San Pablo, Laguna, are not just beautiful landmarks of nature. They are also part of the everyday lives of many people.Residents rely on these lakes for fishing, tourism, and income. However, challenges like pollution, harmful bacteria, and invasive species are affecting the health of these lakes over time.Researchers and scientists have already studied the issues and possible solutions to these lakes, and some projects are even still ongoing. Unfortunately, their findings don't always reach the local communities that need them the most.

This project aims to serve as a bridge between science and community action. LEAD41PH helps everyone understand how to care for the lakes by working closely with San Pablo's:✦ Fisherfolk,
✦ Fisheries and Aquatic Resource Management Councils (FARMCs), and
✦ Local Government Units (LGUs)

1.) To organize eight (8) specific training workshops in each of the 7 lakes of San Pablo and their stakeholders;2.) To organize 1 (1) general training workshop for the various stakeholders of the project;3.) To organize 1 (1) LEAD4PH Summit to showcase the achievements, future initiatives for mainstreaming and possible roll out;4.) To train participants on one health, planetary health and foresight towards scientific, adaptive, future-proof and evidence-based (SAFE) decision making, utilizing science and community-engaged strategies;

5.) To co-create science-informed community-grounded policies and programs for sustainable use and protection of the aquatic natural resources;6.) To design educational and informational materials on health, ecology, and leadership (HEAL) for community members, leaders, students and the public in general;7.) To link policy makers, community leaders, educators, citizens, scientists and experts for consultation and continuous interaction for long term collaboration; and8.) To prepare a training workshop program and manual ready for roll out to other sites in the Philippines.

Dr. Ronilo Jose D. Flores is an Associate Professor at the Institute of Biological Sciences of UP Los Baños. He contributed to the pioneering efforts in introducing Planetary Health, a new transdisciplinary field and movement, in the Philippine academia. Integrating different fields in the study of human-caused disruptions on Earth and their effect on the integrity of the environment and ultimately on human health is key in crafting policies and initiatives to address these issues and achieve sustainable development, agricultural productivity and health. He works on research projects in topics concerning microbial ecology, glycobiology, taxonomy, biology and biotechnology of beneficial microbes, pathogens and diseases including antimicrobial resistance, water quality, food safety, aquaculture and agriculture sustainability and productivity, biomarker search for detection of diseases/pathogens of economic and public health importance and glycan studies applications in the AANR sector.

Romella T. Beringuela is an Assistant Professor at the Environmental Biology Division of the Institute of Biological Sciences, College of Arts and Sciences, University of the Philippines Los Baños. She handles laboratory courses in Ecology, Biology, Biodiversity, Biology of Pollution and lecture courses on Systematics and General Education and Service courses on Science, Technology, and Society, and Living Systems and National Training Service Program. She also serves as the current chair of the IBS Faculty-Student Relations and Welfare Committee and the Area Coordinator for Biology of the BS Mathematics and Science Teaching Program. Her research interests include aquatic microbial ecology, plankton and epiphytic-benthic ecology, and water quality assessment.

Dr. Pamela A. Custodio is a faculty of the University of the Philippines Los Baños since 2007 with various engagements in projects, trainings, seminars and workshops related to public communication of technical information in agriculture and the environment. She has Masters and Doctoral degrees in Development Communication. She is a communication researcher focusing on community engagement in agriculture and the environment.

Erlene Alfaro Delgado, born on October 3, 1977, is an Agricultural Technologist and Fisheries Technician for the 7 Lakes in San Pablo City, a role she has held since December 2018. With a Master in Public Administration from PLSP and a BS in Fisheries from UP Miag-ao, she is passionate about environmental conservation, good governance, and empowering local fisherfolk. Grateful for opportunities to serve, she has been honored with awards in organic agriculture and research. She remains committed to fostering sustainable practices and improving public service for the benefit of her community and future generations.

Dr. Rhea L. Gumasing is an Associate Professor at the Institute for Governance and Rural Development (IGRD), College of Public Affairs and Development, University of the Philippines Los Baños. Her research endeavors and capacity-building experiences center on development management and governance. She has developed a nuanced understanding of the socio-economic dynamics, policy frameworks, and institutional mechanisms crucial to promoting sustainable development.

Joshua Jomao-as is an Assistant Professor I at the Environmental Biology Division, Institute of Biological Sciences, University of the Philippines Los Baños (EBD-IBS, UPLB). He specializes in microbiology and environmental science, with a research focus on microbial ecology, biofertilizers, and bioremediation. His work integrates microbiological techniques, molecular biology, and environmental monitoring to address issues in agriculture, aquaculture, and public health. He serves as a Senior Science Research Specialist in multiple projects, including the prevalence monitoring of emerging bacterial pathogens in the Seven Lakes of San Pablo. His responsibilities include experimental design, microbial analysis, pathogen identification, risk assessment, and scientific dissemination.

Sherry B. Marasigan is an Associate Professor at the Agricultural Systems Institute, College of Agriculture and Food Science, University of the Philippines Los Baños where she handles Rural Sociology and Agricultural Extension courses. Her research interests are on indigenous education, citizenship education, agricultural heritage systems, and rural development.

John Vincent R. Pleto is an Assistant Professor 6 at the Environmental Biology Division, Institute of Biological Sciences, University of the Philippines Los Banos. He is a graduate of BS Biology and MS Environmental Science at UPLB. Currently, he is taking up Doctor of Philosophy in Biology at University of the Philippines Diliman. He was part of the DOST-NRCP funded 7LAMPS phase 1 project on Recreational and Aquaculture Carrying Capacity of the Seven Lakes as a Project Staff. He served as a Project Leader of the PCAARRD-DOST funded project Development of Models for the Assessment and Monitoring of the Seven Lakes of San Pablo. He is currently the project leader of the DOST-NRCP funded 7LAMPS phase 2 project titled Development and Valuation of Sustainable Land- and Lake-use Plans Using Participatory Watershed Land and Lake-Use Management (PWLLM) Approach in Lakes Sampaloc, Palakpakin and Pandin. He is a Regular Member of the National Research Council of the Philippines and Member of the Philippine Society for Freshwater Science. His research area and specialization are on Freshwater Ecology, Bioremediation, Plankton Ecology, Microplastics in Freshwater Environment and Modelling Freshwater Ecosystems.

Dr. Jomar F. Rabajante is a Full Professor of Mathematics at the University of the Philippines Los Baños (UPLB). He is recognized as a UP Scientist 3, and holds the position of Dean at the UPLB Graduate School. Additionally, he is a Junior Associate at the Quantitative Life Sciences Group of the Abdus Salam International Centre for Theoretical Physics (ICTP) in Trieste Italy. Over the years, he has served as a consultant for numerous organizations, such as the Asian Development Bank, United Nations Population Fund, Zuellig Family Foundation, World Vision/START Network, Philippine Rice Research Institute, Department of Finance, Task Force T3, Supreme Court of the Philippines, and Province of Bataan.
